It's misrepresentation. It's sneaky and for some horny toad out there expecting to see her jogging along the beach, only to click through and find a guy demonstrating how to put together a piece of furniture from Ikea, ... well, you can't say your representation for that isn't blatantly deceiving. (continuation...) I don't entirely disagree with you though, however, I'm lost about these "partners" you mentioned. What exactly is a "partner" on Youtube anyway? You could, just as a suggestion, post a bit of text in place of where you had the bikini-clad woman. Try to lure them with curiosity. They might be curious to see what it says, as the thumbnail surely is too small and they'll have to click it to see. Perhaps a bright red colored text to really grab their attention. Just a thought.

I do that now.
I place thumbnails in the middle of the video to catch folks attention.
Partners at that time, were popular folks who had large followings and were invited by YouTube to share in the advertising profits.
They had a certain responsibility to be the best of the best.
Today I beleive nearly anybody and everybody can apply and become a Partner.
It means literally nothing anymore.
