Yes it is the first half of the South African National Anthem. The first part is in isiXhosa and means the following:
God bless Africa,
Let its Horn (i.e. spirit) rise,
Hear also our prayers,
God Bless us, her (Africa's) family
Come Spirit Bless God Bless Come Holy Spirit God bless us her family
