It's called Regionalism. People feel pride in their region then they do in the country as a whole. This is big in parts of Italia AND Spain as well. South Brazil, Sicilia, Catalonia, are just a few examples of regions that don't feel they are Brazilian, Italian, Spanish, etc. because their culture is dissimilar from those who run the government in their "country." And BTW, Southern Brazil is more Argentine than "Brazilian."
